Hand Bag Vendors
Thus far, I have visited 12 different shops in Ho Chi Minh City.  Some of them are eager for wholesale business.  Some ONLY do wholesale.  Others are leery when I say the W word.  I think that often tourists pretend to be wholesale buyers to try and get better prices.  So sometimes,  "I'm interested in wholesale."  ...means...  "I'm trying to scam you."   Anyhow.

If you're interested in hand bags, here are the vendors, in order of probable usefulness.  You can also click the numbers at the top of the page.

Vendor 12....Hand-made bags.  Main vendor.  They price everything.
Vendor 11....Factory product.  Main vendor.  Good English.
Vendor 07....Wide variety. Pretty good prices. Cool stuff.
Vendor 08....Huge variety. Average stuff.
Vendor 04....Huge Variety. Price Ok. Need to talk to manager about wholesale.
Vendor 06.... Fair variety. Waiting on wholesale prices (need followup). Vendor 02....Limited variety. High price. Really fancy embroidery.

Vendor 05....Just two bags of interest.
Vendor 09....Just one bag of interest.
Vendor 10....Just one bag of interest.

Vendor 01....Lacquerware and some soft goods. No hand bags.
Vendor 03....Hmong Puppets

Naming the Bags
If you want to ask about a particular bag, use the image name.  The images all have names like "shop.12.bag.03.a.jpg"  So I would call this particular item...  shop.12.bag.03.  Using the Jpg-derived name ought to avoid confusion.

Quoted Prices
Vietnam is a haggling society.  Even when there are "price fixed" signs hanging in a shop, half the time they're not serious.  I told the vendors that I was thinking an initial order would be 20 to 30 bags, of assorted types.  When they gave me prices, I did not haggle.   I just wrote down what they told me.  It is probably possible to negotiate lower prices.  The haggling has not happened yet.

Shipping
Some vendors handle shipping themselves, some do not.  I have gotten quotes from two different companies.

Company One (don't know the name, Vendor 01 gave me these prices)
1 cubic meter
weight doesn't matter
$ 113.00 shipped to Baltimore

American Star Transport
americanstar-vn.com
Dimensions don't matter
Up to 250 kg.
$ 130.00 shipped to Baltimore

Why ship to Baltimore?  It makes a significant difference which port gets used.  Washington D.C. is EXPENSIVE.  Other ports seemed to be in the same ballpark as Baltimore, some times 10 or 20 dollars more per cubic meter.

Conversion Rates
The vendors in HCMC use a standard conversion.  1 USD = 16,000 VND.  Obviously, the real rate of exchange floats.  But the vendors don't care about the "real" exchange rate.  They are thinking in VND, and dividing by 16,000 to make conversation easy.  I am using the same convention.  At present, the international conversion is more like 16,080 VND to the dollar.  Thus, the prices quoted are generally 0.5% higher than an actual-rate currency conversion would yield.  Bonus!  You save half a percent!

Doctored Photos
These are obviously not pro photos.  In general, I doctored the backgrounds a lot, to grey them out, get them out of the way.  However, I never touched the image of the actual product.  Getting accurate colors is somewhat impossible when using a point-and-shoot camera, in warehouse lighting.  On some products, I took pictures with and without flash.  The true color lies somewhere between the flash/not-flash shot.
